Village of Channahon Board of Trustees Meeting Recap

Meeting Highlights for Monday, March 17, 2025

CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, March 17, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • Motorcycle Awareness Month Proclamation
    • Village President Missey Moorman Schumacher approved a proclamation presented by A.B.A.T.E. (A Brotherhood Aimed Toward Education) of Illinois declaring May as Motorcycle Awareness Month in the Village of Channahon.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: Approval of Landscape Maintenance Agreement between the Village of Channahon and DMK of Channahon, Inc. for Landscape Maintenance Services
    • Village staff reviewed responses to the 2025 Landscape Maintenance RFP, receiving five bids from 15 solicited firms. The Board of Trustees awarded a one-year contract to DMK of Channahon, Inc. for $13,820, with an option to renew for two additional years.
  • Approved: Approval of Landscape Maintenance Agreement between the Village of Channahon and Edgebrook Outdoors for Landscape Mowing Services
    • Village staff reviewed responses to the 2025 Landscape Mowing Services RFP and received five bids. With staff direction, the Board of Trustees approved a one-year contract to Edgebrook Outdoors for $35,458.25, with an option to renew for two additional years.
  • Approved: Authorization of a Farm Lease with Bernie Bols
    • In 2022, the Village purchased 45 acres for a future wastewater treatment facility and is leasing 7.1 acres to longtime farmer Bernie Bols for interim farming through February 28, 2026, at $250 per acre. The lease includes provisions for restrictive activities, tax payments if applicable, and insurance requirements naming the Village as an additional insured.
  • Approved: Ratification of a 2-Year Contract for the Purchase of Electricity for Eligible Non-Street Lighting Accounts through the Northern Illinois Municipal Electric Collaborative Bid Process
    • The Village Board authorized the Village Administrator to contract for electricity purchases for 1-, 2-, and 3-year terms, with rates higher than the previous contract due to increased electricity demand, particularly from AI-related power needs. Given market volatility, locking in a rate with Constellation Energy is preferred over moving to ComEd’s variable pricing, though future cost trends remain uncertain.
  • Approved: Renewal of Service Agreement with Ann L. Schneider & Associates, LLC for Transportation Planning and Policy Consulting
    • The Board of Trustees approved the renewal of the agreement with Ann L. Schneider & Associates, LLC to assist with transportation planning related to the Canadian National Railway’s proposed multi-modal business park. Ann Schneider’s expertise will support the Village in coordinating regional transportation policy, infrastructure needs, and independent traffic analysis to balance freight efficiency with community quality of life. Services will continue at $200 per hour, with costs covered through the project’s Professional Fee Agreement as pass-through expenses to the developer.
  • Approved: An Ordinance Granting a Special Use Permit for a Planned Unit Development for a Certain Parcel of Property (JCD Residential)
    • The Village Board approved an amendment to the Special Use Permit for the Planned Unit Development of Henneberry Farm Unit 11, allowing JCD Residential to develop a 6-building, 240-unit market-rate apartment community on 12 acres along Yellow Pine Drive and Saxony Drive. The Planning & Zoning Commission reviewed the request at the March 10, 2025 meeting and recommended approval with a 6-0 vote.
  • Approved: Final Plat of Subdivision for Whispering Oaks Unit 4
    • The Village Board approved the Final Plat of Subdivision for Whispering Oaks Unit 4, allowing W.O. Phase 2 Development, LLC to expand the subdivision with 22 additional lots on 9.93 acres at Justin Drive and Old Kerry Grove. The Planning & Zoning Commission reviewed the request at the March 10, 2025 meeting and recommended approval with a 6-0 vote.
  • Approved: Ordinance Approving and Causing Publication of the Official Zoning Map of the Village of Channahon
    • The Board of Trustees approved the adoption of the 2025 Official Zoning Map, as required by Illinois State Statute. This map reflects updates to parcels, zoning, and annexed boundaries since the last approved version and will continue to be updated through the GIS mapping system. The Planning & Zoning Commission reviewed the request at the March 10, 2025 meeting and recommended approval with a 6-0 vote.
  • Approved: An Ordinance Banning Hemp Derived THC Products within the Village of Channahon
    • The Village Board approved an ordinance prohibiting the processing, sale, distribution, and possession of Hemp-Derived THC Products, such as Delta-8, Delta-10, and THC-A, within Channahon. The FDA has linked these products to health risks and potential contamination, and testing has shown some contain THC levels exceeding legal limits. As state and federal regulations evolve, the Village may need to revisit this ordinance in the future.

The Board was briefed on the following items during the Committee of the Whole:

  • Statistical monthly reports for February 2025 were presented to the Committee of the Whole by the following departments: Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
