Village of Channahon Board of Trustees Meeting Recap
Meeting Highlights for Monday, February 3, 2025
CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, February 3, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.
VOTES
The Board voted on the following items during the formal meeting:
- Approved: Resolution Authorizing the Village Administrator to Enter into a Contract for the Purchase of Electricity from the Lowest Cost Electricity Provider for the purposes of Commercial Accounts through Northern Illinois Municipal Electric Collaborative Bid Process
- The Village of Channahon participates in the Northern Illinois Municipal Electric Cooperative (NIMEC) to secure lower electricity rates through group purchasing. Due to the fast bidding process, the Village Administrator needs authorization to sign contracts immediately, with Village Board approval afterward. The next bid is on March 4, 2025, before current pricing expires in May 2025.
- Approved: 2024 MFT Road Resurfacing Project Change Order No. 2
- The Village Board previously awarded the contract to D Construction, including a previous change order, for a total of $1,096,549.72. Change Order 2 adjusts final pay item quantities, reducing the contract by $157,005.03. The final contract value is now $939,544.69.
- Approved: Tree Removal Contract Associated with Bridge Street Multi-Use Path
- The State of Illinois awarded Stage 3 of the Bridge Street Multi-Use Path to D Construction, but tree removal was excluded to alleviate potential timing issues with habitat modification meant to protect an endangered bat. Trees must be removed by March 31, prior to the return of the migrating bats. A bid was solicited, with Homer Tree Service submitting the only bid at $14,290, which is less than the estimated cost.
BRIEFINGS
The Board was briefed on the following items during the Committee of the Whole:
- Finance Director Heather Wagonblott led the board in a presentation of the proposed 2026-2030 Capital Improvement Plan (CIP). The annual update to the proposed plan outlines the Village of Channahon’s anticipated capital projects and purchases over the next 5 years, totaling approximately $177.5 million for infrastructure, equipment, and vehicles. It serves as a guideline for prioritizing projects, aligning with the annual budgeting process, and is updated annually to reflect refined cost estimates. The Village Board will review and approve any revisions before finalizing the CIP, which is expected at the next Board Meeting.
- Finance Director Heather Wagonblott provided the board an update on the Moody’s Annual Issuer Comment Report (AICR), which represents the financial stability and fiscal health of the Village. The Village of Channahon was issued an Aa2 rating.
- Village President Missey Moorman Schumacher reminded the board that the 2025 Town Center Master Plan Open House is scheduled for Tuesday, February 12, 2025 from 6-7:30 p.m. in the Village Hall Board Room.
- Village President Missey Moorman Schumacher announced that the annual State of the Village Address will take place at Four Rivers Environmental Education Center on Thursday, April 10, 2025 from 8-10 a.m.
