Village of Channahon Board of Trustees Meeting Recap

Meeting Highlights for Monday, January 20, 2025

CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, January 20, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • Village Administrator Tom Durkin updated the Board regarding the Illinois Department of Transportation's (IDOT) Route 6 expansion project. IDOT's phase 1 engineering plans include expanding Route 6 from Thomas Dillon Drive in Channahon to Terminal Court in Joliet to four lanes. Phase 1 is expected to be complete in June 2028.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: Lease Amendment between Village of Channahon and Resurrection Lutheran Church
    • In October 2021, the Village of Channahon purchased the Town Center property from the Archdiocese of Joliet and assumed the existing lease with Resurrection Lutheran Church on the property, maintaining a rent reduction provided during the pandemic. As the Village updates its Town Center Master Plan for completion in 2025, it has approved a revised one-year lease for the church, including a reduced monthly rent of $150, with provisions for facility maintenance and insurance. The church plans to secure an alternate location for future development, as the existing building is ultimately planned for demolition.
  • Approved: Contracts with TranSystems and Ann Schneider & Associates, LLC for the Development of a Regional Infrastructure Collaboration Plan for Northeast Grundy County and Surrounding Area
    • In late 2024, the group of regional partners, led by the Village of Channahon, secured a $400,000 State Planning and Research Grant from the Illinois Department of Transportation, requiring an $80,000 local match from the regional partners, to develop a regional collaboration plan for northeast Grundy County. TranSystems was approved as the consultant for the project, with a $338,283 contract, while a separate contract with Ann Schneider & Associates, LLC was approved for project oversight and management, not to exceed $48,000, funded through the grant and shared local match. 
  • Approved: Agreement for Board Room Audio/Visual Technology Upgrades
    • The Village Board Room’s outdated technological infrastructure no longer meets modern needs, prompting the Village to seek competitive proposals for upgrades. The Village approved an $80,554.10 contract to Titan Technologies, whose underbudget solution includes new microphones, cameras, ceiling speakers, a dais control panel, and streaming capabilities, significantly enhancing functionality and usability.
  • Approved: Extra Jurisdictional Review of Grundy County Special Use Permit for Extraction (Mining Activities): Morris Sand & Gravel Facility
    • Morris Sand & Gravel, LLC is seeking a special use permit for mining at 4345 East Dellos Road in unincorporated Grundy County, within 1.5 miles of Channahon’s limits, granting the Village extrajurisdictional review. The Grundy County Zoning Board of Appeals will hold a public meeting on January 21, 2025.
  • Approved: Adler Roofing and Sheet Metal Inc. Building Repair Proposal
    • Four wastewater lift station buildings - Route 6, Spruce Street, Ravine Woods, and Ridge Road - require new roofs, with Adler Roofing and Sheet Metal Inc., a proven contractor, approved for the project. The budgeted cost is not to exceed $22,500, including an allowance for wood deck replacement.
  • Approved: Whispering Oaks Unit 2 - Acceptance of Public Improvements and Release of Improvement Completion Guarantee
    • The developer of Whispering Oaks Unit 2 requested the Village release the Improvement Completion Bond and accept completed public improvements, including storm sewer, sanitary sewer, water main, roadway pavement, and landscaping. Public Works staff confirmed the improvements are complete and in good condition, with acceptance contingent on a two-year maintenance guarantee of $150,119.
  • Approved: Change Order 2 for Water Tower No. 3 Rehabilitation Project
    • The Water Tower 3 rehabilitation project is complete. This change order adjusts for final quantities and extends the Substantial Completion date.

BRIEFINGS

The Board was briefed on the following items during the Committee of the Whole:

  • Community Development Director Scott McMaster and representatives from the developer, JCD, briefed the Committee of the Whole on a concept plan for a proposed multifamily development between Bluegrass Drive and Saxony Drive, featuring six buildings with 240 apartments, a 2,800-square-foot clubhouse, a swimming pool, 312 surface parking spaces/48 garage spaces, and adequate stormwater detention. As this was a concept review, no action was requested or taken on this item.
  • Arts & Culture Commission member Greg Peerbolte provided an update to the Committee of the Whole regarding the commission’s effort in putting together a dynamic community assets map to feature various attractions, landmarks, and sites throughout the Village. 
  • Chief Adam Bogart updated the Committee of the Whole on recent lifesaving efforts from Channahon Police Officers, several of which are being considered for lifesaving awards. 
  • Statistical monthly reports for December 2024 were presented to the Committee of the Whole by the following departments: Village President, Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
