Village of Channahon Board of Trustees Meeting Recap
Meeting Highlights for Monday, February 17, 2025
CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, February 17, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.
MEETING HIGHLIGHTS
- Village President Missey Moorman Schumacher issued a proclamation recognizing Jodi Denton, Human Resources Manager, for reaching 30 years of service with the Village of Channahon.
- The Board of Trustees provided direction on one of two presented logo and tagline concepts from a5 Branding & Digital. The new iteration of the Village’s brand identity will be unveiled at the State of the Village Address on Thursday, April 10, 2025.
VOTES
The Board voted on the following items during the formal meeting:
- Approved: Proposal from Mapcraft for Development of Attractions Map
- The Channahon Arts & Culture Commission is developing an attractions map featuring 27 historical and natural sites throughout Channahon, along with illustrations and I&M Canal towpath access points. Mapcraft was approved to develop the attractions map for a cost not to exceed $2,275, which fits within the Arts & Culture Commission’s 2024/2025 budget. The final map will be designed for easy printing, web use, and future modifications.
- Approved: Ordinance Rezoning Certain Property in the Village of Channahon
- A resident received Board approval to rezone their property at 24647 South Ford Road from R-1 Single Family Residence to A-2 Rural Residence. The property meets the Village’s A-2 zoning requirements, including lot size and structure regulations.
- Approved: Ordinance Granting a Special Use Permit for a Planned Unit Development for Senior Housing Development
- Lincoln Avenue Capital received approval for an amendment to the Special Use Permit for Planned Unit Development at Henneberry Farm to allow for a three-story, up-to-60 unit senior housing development for individuals aged 55 and older. The proposed development site is currently vacant and located at the northwest corner of West Drake Drive and South Plainview Drive in the Mallard Point subdivision.
- Approved: Final Plat of Subdivision, Henneberry Farms, Unit 15
- Finish Line properties received approval of the Final Plat of Subdivision for Henneberry Farm Unit 15, located east of Ridge Road along the north side of Bluegrass Drive, contingent upon staff review. The request would divide the property into three lots, allowing for future development, with details to be provided later.
- Approved: 5-Year Capital Improvement Plan for Fiscal Years 2026-2030
- The Village of Channahon Board of Trustees approved a Capital Improvement Plan (CIP) for fiscal years 2026-2030, prioritizing projects over $20,000 related to land, property, vehicles, equipment, and infrastructure. The plan anticipates approximately $165.8 million in capital improvements, with specific allocations for General Fund, roads, multi-use paths, and utility capital projects.
- Approved: Amendment to Hiring Agreement
- Officer Edward Kociolek was approved for a pay adjustment from step 3 ($75,076) to step 5 ($81,987), in line with the collective bargaining agreement, based on his 14 years of prior full-time experience. The request has support from the M.A.P. #45 bargaining unit and all current lateral officers.
PUBLIC HEARINGS
The Board provided public input opportunities for the following items:
- Far West Wastewater Treatment Plant Project Summary and Preliminary Environmental Impacts Determination
- The Village of Channahon has submitted a project plan to the Illinois Environmental Protection Agency (IEPA) for funding through the Water Pollution Control Loan Program to construct a wastewater treatment plant on the far west side of the Village. As part of the process, a public hearing was announced with project details available for review. Public comments will be accepted for ten days following the hearing.
- Public Meeting Seeking Input on the Village’s Program to Comply with the National Pollutant Discharge Elimination MS4 Permit
- The U.S. EPA, under the Clean Water Act, authorizes the IEPA to regulate stormwater discharges through the National Pollutant Discharge Elimination System (NPDES), which governs the Village of Channahon’s discharges into local rivers. The Village complies with NPDES Permit ILR40 by implementing measures such as public education, runoff control, and pollution prevention while adhering to ordinances and filing annual reports with the IEPA. This public meeting fulfills the requirement to solicit community input on the Village’s compliance efforts.
BRIEFINGS
The Board was briefed on the following items during the Committee of the Whole:
- Police Chief Adam Bogart presented the Channahon Police Commission’s Annual Report for calendar year 2024, which summarizes the year’s activities, notable actions, and training, along with suggestions for 2025 and a budget request for fiscal year 2026.
- Arts & Culture Commission Chair Pat Clower updated the Committee of the Whole on the progress of the Commission, including plans for Art in the Park 2025, the Pioneer Path bus barn mural ribbon cutting, and creating a roster of attractions in the Village to draw in visitors and further promote the community.
- Statistical monthly reports for January 2025 were presented to the Committee of the Whole by the following departments: Village President, Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
