Meeting Highlights for Monday, June 2, 2025
CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, June 2, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.
MEETING HIGHLIGHTS
- Channahon vs. Manhattan Pop Tab Challenge
- The Village of Channahon has joined the Village of Manhattan in a friendly competition to benefit Ronald McDonald House Charities. Pop tabs can be dropped off at Village Hall, the Channahon Police Department, and various businesses in town from June 1 - August 31, 2025.
- Grand Prairie Water Commission Groundbreaking
- Representatives from the Village of Channahon joined the Grand Prairie Water Commission and the City of Chicago yesterday for a groundbreaking ceremony at Durkin Park in Chicago. The project begins at the Southwest Pumping Station at Durkin Park where a 4 million gallon below grade water storage facility and two 55 million gallon per day pump stations will be built. The project will continue with 60 miles of water transmission main, three pumping stations and 3 water storage tanks. Additionally, each GPWC community will be improving their water supply infrastructure. Water supply to the GPWC member communities, including Channahon, is expected by 2030.
VOTES
The Board voted on the following items during the formal meeting:
- Approved: Three Rivers Library District Contribution
- The Village Board approved a $1,000 contribution to support the Three Rivers Public Library District’s anniversary celebration, which will feature community-wide engagement through the interactive Goosechase app. The app, costing $5,000 in total, will be used to highlight events across the district and participating municipalities, including Channahon and Minooka.
- Approved: An Ordinance Granting Special Use Permits for Certain Property in the Village of Channahon, Dellos Solar Farm
- The Board approved four Special Use Permits for Nexamp’s proposed commercial solar energy facility on 214 acres of a 278 acre property along the deactivated section of Dellos Road. Each permit corresponds to a separate project entity, and includes a variance reducing the front yard setback from 100 feet to 65 feet to accommodate right-of-way and buffer requirements. As part of the approval, Nexamp will reconstruct the deactivated portion of Dellos Road to restore it as a public access road. The road construction is to be completed on or before June 30, 2027.
- Approved: An Ordinance Amending the Village of Channahon Annual Budget for Fiscal Year 2024-2025 (May 1, 2024 - April 30, 2025)
- A budget amendment ordinance was approved to adjust the Village’s fiscal year 2025 budget, originally adopted under Ordinance No. 2156, to reflect actual revenues and expenses more accurately. Due to unforeseen changes in revenue collections and project timelines, the amendment proposes a net revenue decrease of $174,133 and a net expense decrease of over $13 million. These adjustments ensure the Village’s financial statements align more closely with actual results and support continued accurate fiscal planning.
- Approved: Authorization to Enter into a Contract with Jensen Hughes
- The Village Board approved a partnership between the Channahon Police Department and Jensen Hughes to conduct a comprehensive study assessing the impact of the Chicago Logistics Hub development on law enforcement needs. The 17-week study will evaluate staffing, deployment strategies, and organizational structure to address anticipated service demands, with costs covered under the existing professional fee agreement with Wisconsin Central, Ltd. The final report will include data-driven recommendations and be presented to the Board upon completion. The cost will be reimbursed by the CN Railroad through the Professional Development Agreement.
- Approved: Authorization to Purchase Three M500 In-Squad Camera Systems
- The Board approved the purchase of three Motorola M500 in-car camera systems, including a 5-year extended warranty, for a total of $20,409.60. These systems will be installed in the new squad cars approved at the May 19, 2025 board meeting, as part of the department’s transition from the discontinued 4RE camera system.
- Approved: Generator Repair Work with Lionheart Critical Power Specialists
- The Board approved $71,537.00 for necessary repairs to the Village’s water treatment plant generator, a critical backup power source for the treatment plants and well #6. The repairs, identified during the 2024 inspection, will be completed by Lionheart and are a budgeted expense.
- Approved: Purchase of a Replacement John Deere Gator XUV with Trade-In of Current Unit
- The Board of Trustees approved the purchase of a 2025 John Deere XUV 875M to replace unit #46, with a total cost of $35,261.27 after a $4,000 trade-in. The budgeted capital equipment purchase, under the Sourcewell Cooperative contract #112624-DEC, falls within the approved $42,500 allocation.
- Approved: Continuation of Neptune 360 Annual Maintenance Agreement
- The Board approved the annual agreement with Ferguson Waterworks and Neptune Technology Group for $10,872.31 to provide maintenance and support for the Village’s meter reading systems. This budgeted expenditure supports critical functions in water and wastewater billing, water loss tracking, and utility account management.
- Approved: Purchase of Replacement Enclosed Trailer
- The purchase of a 2025 Haul-About landscape trailer from Morris Trailer Sales Inc. for $11,598.00 was approved by the Board of Trustees. This purchase replaces unit #25, a 2004 Cargo Mate Trailer. This is a budgeted expenditure and comes in under budget.
- Approved: Implementation of a Three-Year Valve Assessment Program with M.E. Simpson Company, Inc.
- The Board approved year one of a three-year Valve Assessment Program to inspect and document 309 water system valves at a cost of $26,883.00. This budgeted expenditure will help identify valve-related issues and guide short- and long-term maintenance plans for the Village’s water distribution system.

- Arts & Culture Commissioner Patricia Clower updated the Board of Trustees regarding the Commission's development of a Community Attraction Map, which highlights various points of interest and history around the Village of Channahon for residents and visitors alike.
