Meeting Highlights for Monday, November 17, 2025
CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, November 17, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.
VOTES
The Board voted on the following items during the formal meeting:
- Approved: A Resolution Establishing a Policy for Waiver of Sewer and Water Connection Fees and Other Associated Costs
- The Board of Trustees passed a resolution establishing a formal policy that the Village will no longer consider requests to waive sewer and water connection fees or related utility costs. This change reflects the upcoming expenses required for the west side wastewater treatment facility, the transition to Lake Michigan water, and the ongoing maintenance and expansion of existing utility systems.
- Approved: E-Bike Ordinance
- The Village Board approved a new ordinance regulating low-speed electric scooters, electric bicycles, and unlicensed off-road motor vehicles within the Village. This ordinance allows Class 1 and 2 e-bicycles and e-scooters on multi-use paths (but prohibits their use on sidewalks). Class 3 e-bicycles are limited to Village roadways. Key provisions include mandatory helmet use for all e-bicycle operators under the age of 18, limiting e-scooter operation to individuals aged 18 and older, and incorporating parental liability, all consistent with relevant state laws.
- Approved: US Route 6 Multi-Use Path Phase 1 Engineering
- The Board of Trustees approved a proposal from Robinson Engineering for Phase I engineering services for the planned US Rt. 6 multi-use path from Thomas Dillon Drive to Patricia Lane, which will precede grant-funded Phase II engineering and Phase III construction. The approved contract amount is $59,500.00.

- Statistical monthly reports for October 2025 were presented to the Committee of the Whole by the following departments: Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
