Village of Channahon Board of Trustees Meeting Recap

Meeting Highlights for Monday, May 19, 2025

CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, May 19, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • Board of Trustees Oaths of Office
    • Village President Missey Moorman Schumacher administered the Oath of Office to incumbent trustees Sam Greco, Chantal Host, and Mark Scaggs.
  • Commission Reappointments
    • Planning and Zoning Commissioners Karen Ciarlette and Ben Gregory were reappointed to new five-year terms spanning 2025-2030. In addition, Police and Fire Commissioner Paul Lair was reappointed for a three-year term (2025-2028), while Anthony Novak and Jason Barten were appointed to the commission for their first three-year terms.
  • Public Works Week Proclamation
    • Village President Missey Moorman Schumacher signed a proclamation declaring May 18-24, 2025 National Public Works Week in the Village of Channahon. The week is designed to pay tribute to our public works professionals, engineers, managers, and employees to recognize the substantial contributions they make to protecting our health, safety, and advancing the quality of life for all residents.
  • Safe Boating Week Proclamation
    • Village President Missey Moorman Schumacher issued a proclamation declaring May 17-24, 2025 as National Safe Boating Week in the Village of Channahon. The proclamation promotes safe boating habits, including wearing a life jacket at all times while boating.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: Renewal of Placer.ai Software License
    • The annual Placer.ai software license, which provides visitation data, traffic counts, and market analytics, is due for renewal on May 11 at a 5% increased cost of $11,576.
  • Approved: Final Site Plan Approval of Lot 22 in the Channahon Industrial Park
    • Superior Excavating was approved for a 6,425 sq. ft. building on Lot 22 in the Channahon Industrial Park, intended for business use with potential for future division into multiple units. The Planning & Zoning Commission recommended Village Board approval of the Final Site Plan with a unanimous vote on May 12, 2025.
  • Approved: Annual Police Pension Treasurer's Report
    • The Annual Police Pension Treasurer’s Report for the fiscal year ending April 30, 2025 has been submitted in compliance with state statute, requiring a sworn statement of all pension fund transactions. The Channahon Police Pension Fund receives property tax revenues directly from Will and Grundy Counties, and employee contributions are collected and transferred monthly by the Village. As of the fiscal year-end, the Village does not owe any funds to the pension account.
  • Approved: Purchase of one (1) 2025 Dodge Durango, one (1) 2025 Ford Explorer, and one (1) Ford F-150 SSV Vehicles
    • The Police Department was approved to purchase three vehicles – one 2025 Dodge Durango, one 2025 Ford Explorer, and one Ford F-150 SSV – as part of the FY26 Capital Projects squad replacement plan, at a total cost not to exceed $170,000. Two SUVs will replace aging units -with one designated for outfitting as a K9 vehicle- while the F-150 is an addition planned for truck enforcement.
  • Approved: Authorization for the Consolidation and Two-Year Extension for 11 Camera Flock Subscription
    • The Board approved the consolidation of 11 Flock cameras into a single two-year contract at $33,000 per year, with a credit applied for the 7 cameras renewed in October 2024. The cost this year is $24,156.16 and $33,000 next fiscal year, with the expense already budgeted.
  • Approved: Intergovernmental Agreement between the City of Joliet and the Village of Channahon Regarding the Provision of Law Enforcement Mutual Aid
    • The Board of Trustees approved an intergovernmental agreement between the Village of Channahon and City of Joliet, allowing the Channahon Police Department to join Joliet’s Special Operations Squad (SOS) to enhance emergency response capabilities. Two Channahon officers, already vetted, will serve as part-time SOS members, participating in monthly training and callouts as needed. This collaboration provides specialized training, supports compliance with Karina’s Law, and is expected to have minimal impact on local staffing.
  • Approved: Award 2025 MFT Resurfacing Program
    • The Village received four bids for its annual MFT roadway resurfacing program, with PT Ferro Construction submitting the lowest bid at $1,859,918.79. The bid is within budget and includes resurfacing, patching, curb and gutter work, ADA sidewalk improvements, and related tasks.
  • Approved: 2025 Asphalt Preservation Project
    • Asphalt preservation, a maintenance method that extends pavement life by 5-7 years, will be applied to 85,880 square yards of asphalt using 2025 local road maintenance funds. Corrective Asphalt Materials was the sole bidder at $114,224 – below the engineer’s estimate of $128,820 – with their Reclamite Rejuvenating Agent.
  • Approved: 2025 Blackberry Lane Water Main Improvements
    • The Village of Channahon received six bids for the 2025 Blackberry Lane Water Main Improvement project, with PT Ferro Construction submitting the lowest qualified and within-budget bid of $1,232,625.31 for ductile iron pipe. 
  • Approved: Blackberry Lane Water Main Extension Construction Services
    • The Village previously hired Baxter & Woodman to prepare plans, specifications, and an opinion of probable cost for this year’s Blackberry Lane water main extension project. The project requires construction related services, such as observation, material reviews and testing, and processing of pay requests. Having previously delivered successful results and due to their familiarity with the Village’s policies and procedures, Baxter & Woodman was awarded the construction services contract.
  • Approved: Robinson Engineering CMOM Reporting
    • The Village has engaged Robinson Engineering to assist with CMOM reporting required for NPDES permitting, at a cost not to exceed $8,500. This reporting will support system maintenance planning, budgeting, overflow response, and compliance monitoring.
  • Approved: Robinson Engineering Sanitary Manhole Rehab Design Engineering Project
    • The Village has identified 165 repair locations through sanitary inflow and infiltration testing in 2024 and has requested Robinson Engineering to prepare bid documents for these repairs to comply with NPDES permit requirements. The cost for bid preparation and assistance is not to exceed $14,800.
  • Approved: Award Quality Assurance Materials Testing to Rubino Engineering
    • Rubino Engineering was approved to provide Quality Assurance Material Testing Services for the 2025 MFT Resurfacing Project, including HMA density, PCC testing, and related lab work in accordance with IDOT regulations. The Village has successfully worked with Rubino on similar past projects.
  • Approved: Award 2025 Route 6 Water Main Improvements
    • The Village of Channahon awarded the 2025 Route 6 Water Main Improvement project to J. Russ and Company, the lowest qualified bidder, at a base bid of $3,489,158.15 using ductile iron pipe, in accordance with Village ordinance. Although the bid exceeded the engineer’s estimate by $785,158.15 due to challenging conditions such as Route 6 crossings and expected bedrock, the project will move forward with 3,185 feet of 12-inch water main, 398 feet of 8-inch main, multi-use path reconstruction, ADA improvements, and related work.
  • Approved: Route 6 Water Main Extension Construction Services
    • The Board approved an agreement with Baxter & Woodman to provide construction-related services – such as observation, material reviews, testing, and processing pay requests – for the Route 6 water main extension project. Baxter & Woodman previously prepared the project plans and cost estimates and have a successful history of working with the Village.
  • Approved: An Ordinance Authorizing Execution of the Illinois Public Works Mutual Aid Network Agreement in the Village of Channahon, Will and Grundy Counties, Illinois
    • The Village approved an ordinance authorizing the execution of the Illinois Public Works Mutual Aid Network, allowing Channahon’s Public Works department access to mutual aid assistance in the response and recovery from any emergency or disaster. 
  • Approved: Approval of Lionheart Proposals for Preventative Maintenance Services on Village Owned Critical Generators
    • The Village of Channahon approved contracting with Lionheart Critical Power Specialists for spring and fall inspections and preventative maintenance services on critical generators supporting emergency operations at Public Works facilities and the Municipal Center. The approved proposals cover a spring inspection, with potential follow-up maintenance, and a second biannual inspection that includes preventative maintenance.
  • Approved: Temporary Use Permit for Families of Faith Ministries on June 5 to June 8, 2025
    • Families of Faith Ministries was approved for a temporary use permit for its annual Community Outreach Event June 5-8, 2025, contingent upon Village staff review and approval of recent site improvements made on Families of Faith property. The community outreach event will feature a carnival, food vendors, and other family-friendly activities.

BRIEFINGS

The Board was briefed on the following items during the Committee of the Whole:

  • Statistical monthly reports for April 2025 were presented to the Committee of the Whole by the following departments: Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
  • 2025 Seasonal Laborer and Intern Positions - Update
    • The FY26 budget provides funding for three seasonal public works laborers at $16/hour and two interns at $14/hour. Returning seasonal workers Bailey Stengel, Sidney Buffkin, and Zach Earls are set to begin in May and June, and former Administrative intern Georgia Sweeney will return after May 22. The Engineering intern position is still being finalized with the GEDC, and all start dates depend on the successful completion of each individual’s drug tests.
