Board of Trustees Meeting Recap

Meeting Highlights for Monday, February 16, 2026

CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, February 16, 2026. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: Adopting a Special Ordinance Authorizing the Ceding of Private Activity Bonding Authority
    • The Board approved an ordinance authorizing the Village to cede its 2026 private activity bond volume cap allocation to $1,942,920 to the Will Kankakee Regional Development Authority, ensuring the funds remain committed to the Village and region rather than reverting to the State. This action preserves the allocation through December 31, with the option for WKRDA to carry the volume cap forward for up to three additional years if unused.
  • Approved: 5-Year Capital Improvement Plan for Fiscal Years 2027-2031
    • The Board of Trustees voted to approved the proposed Fiscal Years 2027-2031 Capital Improvement Plan (CIP), which outlines and prioritizes approximately $177 million in capital projects, vehicles, equipment, and infrastructure needs across the General Fund, transportation, and utility systems, along with identified funding sources and financing strategies. The CIP will guide future budgeting, be updated annually, and remain subject to refinement as cost estimates are finalized.
  • Approved: An Ordinance Providing for the Issue and Sale of not to exceed $85,000,000 of General Obligation Bonds for the Village for the Purpose of Financing Various Capital Improvements and providing for the Levy of Taxes to Pay the Principal of and Interest on the Bonds
    • The Village Board approved an ordinance authorizing the issuance of up to $85 million in General Obligation Bonds, Series 2026, to fund major capital improvements, including construction of a new wastewater treatment plant and other public infrastructure projects. The bonds will be repaid through a dedicated annual property tax levy and were authorized for sale to Bernardi Securities, Inc. This financing will help the Village move forward with critical infrastructure investments needed to support long-term growth and service reliability.
  • Approved: An Ordinance Authorizing the Sale of Certain Personal Property Owned by the Village of Channahon
    • The Board approved the removal of a 2017 Ford Explorer from active service in the Police Department fleet after determining that its mileage, condition, and accumulated idle hours render it unsuitable for continued first responder or Emergency Management Agency use.
  • Approved: An Ordinance Authorizing the Sale of Certain Personal Property Owned by the Village of Channahon
    • The Village Board approved an ordinance declaring two Village Public Works vehicles as surplus property and authorizing the Village Administrator to sell them through auction, trade-in, or other means deemed in the best interest of the Village.

PUBLIC MEETINGS

The following public meetings were held during the Board Meeting:

  • Public Meeting Seeking Input on the Village's Program to Comply with the National Pollutant Discharge Elimination System MS4 Permit
    • Public Works Director Ed Dolezal presented the Board with information on the Village's ongoing compliance with stormwater regulations administered by the United States Environmental Protection Agency and the Illinois Environmental Protection Agency under the National Pollutant Discharge Elimination System permit program. Staff reported that the Village continues to meet permit requirements through adopted ordinances, operational practices, and annual reporting, with prior audits showing only minimal corrected findings. This meeting also fulfilled the Village's annual public input requirement regarding its stormwater compliance efforts.
