Village of Channahon Board of Trustees Meeting Recap

Meeting Highlights for Monday, April 7, 2025

CHANNAHON, Ill. – The Village Board of Trustees and Committee of the Whole met on Monday, April 7, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • Arbor Day Proclamation: Village President Missey Moorman Schumacher approved a proclamation declaring April 25, 2025 as Arbor Day in the Village of Channahon.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: An Ordinance Approving and Authorizing the Execution of an Annexation and Development Agreement with Premier Trucking, LLC, and An Ordinance Annexing Real Property Located on Thomas Dillon Drive in Will County, Illinois into the Village of Channahon, Will and Grundy County, Illinois, Premier Trucking
    • The Board of Trustees approved an ordinance authorizing an annexation and development agreement for approximately 14.3 acres on Thomas Dillon Drive, with 13.08 acres being annexed into the Village. Premier Trailers, LLC plans to use the property for long-term equipment leasing and supporting office space, with operations running weekdays from 8 a.m. - 5 p.m. The property will have a private sewer system, an extended public water main, and includes provisions to limit noise and potentially lease space to the Village for emergency management agency equipment storage. 
  • Approved: An Ordinance Rezoning Certain Property in the Village of Channahon, Will and Grundy Counties, State of Illinois, Premier Trucking
    • Premier Trailers plans to open a location in Channahon at 22701 S. Thomas Dillon Drive and received rezoning approval for the newly-annexed land to be zoned C-3 General Business.. 
  • Approved: Traffic Signal Maintenance Agreement with Meade Inc.
    • The Village of Channahon holds a maintenance agreement for four traffic signal locations and is recommending the continued use of Meade Inc., who has consistently provided reliable service. Under the approved agreement, Meade would continue maintenance from May 1, 2025 through April 30, 2026, at a monthly cost of $224.75 per location.

PUBLIC HEARINGS

The Board provided public input opportunities for the following items:

  • Annexation and Development Agreement with Premier Trailers, LLC
    • A public hearing was held regarding two proposed ordinances for Premier Trailers, LLC. One ordinance serves to authorize an annexation and development agreement for approximately 14.3 acres on Thomas Dillon Drive, with 13.08 acres being annexed into the Village. The second ordinance serves to execute the annexation agreement. 
  • Public Hearing for the Village’s Fiscal Year 2025-2026 Proposed Budget
    • The proposed budget draft for the fiscal year ending April 30, 2026 has been publicly available since March 17, 2025, in accordance with state statute, and a public hearing on the draft budget was held during the April 7, 2025 Board Meeting. The final budget ordinance will be presented to the Village Board on April 21, 2025. 

BRIEFINGS

The Board was briefed on the following items during the Committee of the Whole:

  • GFOA Certificate of Achievement for Excellence in Financial Reporting (Fiscal Year Ending April 30, 2024)
    • Finance Director Heather Wagonblott updated the Village Board on the receipt of the Government Finance Officers Association of the United States and Canada (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the fiscal year ended April 30, 2024. This marks the 20th consecutive year that the Village has received the award, which represents a significant accomplishment by a government and its management.
  • Grand Prairie Water Commission 2024 Annual Report
    • Village Administrator Tom Durkin provided the board with the Grand Prairie Water Commission’s 2024 Annual Report, outlining what was accomplished in 2024 and highlighting things anticipated to come in 2025.
